I guess in the simplest terms: he's a bad person that chooses to do good things. But not because they're good things -- because it doesn't really matter to him either way. And it's because he's like that that he grates on the people around him, since they all try too hard to understand him.
I probably understand him better than anyone else in the ADA -- and even I have to admit, that's not saying much.

For what it's worth, the grudges held by Mister Fancy Hat and Akutagawa-kun are legitimate. Dazai himself wouldn't deny that. I don't call someone a bad person lightly, you know.

Don't get any ideas. He's dangerous -- he's an expert at playing the fool in a way similar to Dazai, so I don't doubt he'd have a work around if he ever found himself without clothing. It's possible he may not need them at all.
And don't think I'm saying this because I'm underestimating you. If he ever decided to target the people here, a lot of people would die before he's stopped.
